Evaluators sought for the “Floods in Germany” response

Action Deutschland Hilft is seeking experienced evaluators to conduct an independent evaluation of the “Floods in Germany” response. Expressions of interest can be submitted until 28 September 2026.

As part of a learning-oriented evaluation, the relief measures implemented following the 2021 flood disaster will be assessed in order to generate insights for future disaster response operations in Germany. Particular attention will be paid to the extent to which the relief approaches were needs-based and effective, as well as to the communication and coordination structures within the alliance and with other stakeholders. The aim is to identify lessons learned and develop concrete recommendations for future operations.

The call is aimed at evaluators with several years of evaluation experience, sound expertise in qualitative and quantitative methods, and experience in emergency relief, reconstruction or structural assistance as well as in civil protection and disaster management in Germany. Knowledge of the 2021 floods in North Rhine-Westphalia and Rhineland-Palatinate is considered an advantage.
