News: Insights From Homeowners on the Impact of Flood Risk Communication on Adaptive Behavior at the Property Level From the 2021 Flood Event in Germany

The study examines how risk communication influences adaptation behavior among homeowners before and after the 2021 flood in western Germany. Using the Protection Motivation Theory, it identifies factors that encourage protective measures and analyzes FLOODLABEL, an expert-oriented risk communication tool.

A survey of 773 homeowners reveals significant information gaps and ineffective communication strategies. While the flood increased risk awareness, it did not lead to substantial behavioral change. The study highlights the need for a more interactive, dialogue-based approach to risk communication to effectively promote adaptation measures.
